Human Containment Facilities is meant to get ships back after blowing the hell out of the other player's ships a la war of attrition. There's just enough in there that if you really need them then you can pull them, but not so much that you constantly get them when you don't need them.
Tourist and Interstellar is there for cheap resources at your home region primarily, since even your home base counts as a region.
Pyro is an interesting idea, however. Maybe two of it in place of an interstellar. Maybe.
I thought about Adaster's Disaster, but ultimately decided against it on the predication that I'd be able to get my force back easily with at least 3 cards, one of which being my home region. Emperor's Decree, much like Pyro, is an interesting choice and one I will think about.

If you have the chance to occupy regions, then swell, InterStellar Tradepost pays off. Alternately, against an anti-region deck, then Tourist Resort pays off. Or if region holding turns out not to work, then Tourist Resort again.
We've seen a lot of anti-region play recently in our local group, and in response, some of the region holders splash in a Tourist Resort or two so they can get in on that action as well, balancing it out. Likewise, the anti-region decks find themselves having to hold regions sometimes, so a few Interstellar Tradeposts in the mixes helps even out cash flow.
What I would expect to see is some Echoes of Gloom Bay in the mix, maybe instead of two of those Tourist Resorts. Card draw is always good.

But yes, Smeelbo, you are correct in the idea of Tourist/Interstellar. Plus they all play on home region (the only real region such a deck would need to worry about in a lot of cases).
Another thing to think about (which I did initially) is Den of Malediction; a combo with Human Containment Facilities. Pop a couple of dudes with Kamikaze, purchase one to the top and one to the bottom, then when you play one, you get the other back, which equals out to having a constant supply of dudes that can destroy anything on the other side of the board. Ultimately decided against it, though I can't remember why right now.
Pyro and Emperor's Decree wouldn't work (after some thinking about it) because Pyro requires mining (and there's only one ship that can mine in the deck) and the deck itself doesn't require too much ISK. Given the mathematics of it all, I should be able to get 1-3 (3 at most) locations in hand and so I wouldn't have to worry about ISK at that point, no matter what (unless they somehow wipe them out, in which case I just have a little bit of a later game, not much to really be too scared about if allowed enough time [ie not much time]).
