At first glance the deck looks solid enough, but like everything, it could do with a few tweaks.
But first the good things...
The Kamikaze ships / Heaven / Scrapmetal Garage combo is very effective as an income engine. Insurance Fraud works well with this too. Moon Harvesters are great on their own, and are even better when combined with Warp Disruption Fields - so you get money of your opponent attacks, and money of they dont. The Metropolis region could augment this set-up, but it's a bit of a double-edged sword (i.e. your opponent could occupy Metroplis instead).
If you can, drop the Early Warning System, the Sentry guns (they're a bit useless really) and the Surveillence Post and double (treble / quadruple) up on those remaining Starbase Structures that you have singles of. The abilities from Outer Regions are generally great additions to any given strategy, but avoid the situation where you have to spread yourself very thin across a lot of Regions in order to make your strategy work.
The ships look fine, Atrons and Kestrels are well worth putting in four each if you have them. I would drop the Velators - the deck doesnt really focus on mining (which is pretty non-viable anyway) and there are better scout ships (like the Ibis) available. Remember tolet your choice and number of ships of ships reflect your income curve (your income should increase turn by turn) in that you should have a lot of cheap ships, a bit less of the more costly ships and only one or two of ships that cost huge amounts to put into assembly.
News-wise, you need a bit more focus: drop the Day of Retribution, the Guerilla Warfare and the Armaggedon Project (which i dont think Minmatar can use anyway!!) and put in more anti-News (Mind Control) and direct damage (Adaster's, Remnant). I dunno about the Gravity Storm - anti-Starship Structures are a good idea but it depends on what the current metagame is as to how effective they'll be. Power Shortage and Mind Clash are cheaper and more versatile alternatives. Finally, add a few By The Emperor's Decree (maybe) to make your Sansha's Scout Outposts work better.
The locations also lack focus, and there's too few of them. These will probably be your initial source of income, so you need to get them out easily enough (i.e. no deployment restrictions like "Play only in an Outer" etc). Drop the Plagioclase for Veldspar, add a few more 1-cost/1-mineral/1-income locations. Scordite is a bit out of place here and could be replaced by Omber maybe. Sansha's Scout outposts are great, and work really well with By the Emperor's Decree.
Finally, the Frailty Tower really optimises the high attack/defese ratio of Minmatar, but if your running lots of Kamikaze ships then maybe consider swapping iit for the Liberty Tower.

It slows down the opponentīs income and aso increases yours if you play ginnusgap (not sure i pyped it right, but it costs 1 isk and you can pick locations from the discard pile). ginnusgap also works well with own location destruction . like: you play omber, discar sanshas scout outpost and pick it with ginnusgap. onyx manioned it. you should enter some heavy shiops. Or you can focus on kamikaze. itīs difficuld to play but also really effective. most deck canīt counter this strategy.

rom, you have some reallllllly nice tech going on there.
It's worth mentioning here that before the Exiled expansion nerfed it, The Minmatar Frigate Blitz / Rush /OMGWTFBBQ deck was very powerful and easily one of the most prevalent. The new pirate Starbases have taken the wind out of its sails a bit, but the strategy can still work. And it's great to get used to the game with.

Re:New Player, First Deck - 2008/08/13 18:23I usu this combo in all of my minmatar decks and also with one gallente deck. The first version is with kamikaze version with trials and errors. The second is an Angel version that only boosts the Angel Centurion. Can be very fast. The last and probably the most powerful is the Scyte-Scimitar-Fraility Tower deck. Itīs really strong.

Eh? Warp disrupt fields don't make your opponent pay -you-. So all they do is reduce your opponent's wallet.
