Thinking about trading my HE for Subsidized Industries. I also deffinately want to take out the Omens for Aurgorors but I only own 1. Will post a side deck soon. Probably will be filled with some SI and the destroy/return news card. Can't think of the name off the top of my head. Also probably will thow in the Celestis and the one that takes care of news. No Amarr (or Gallente) military deck should ever not run 4x HE, they're one of the strongest cards in the game atm.
I'm not sure about the 'splash' mining ISK scheme, but it looks like it could work. It's highly risky, really, but if anyone can hold multiple regions well, Amarr can. And Dam Torsad is always good for that stuff. I'd throw in a single Sisters Of Eve, Merc Base or Ancestral Homeland there though for defence purposes. They rule with DT.
Also, dont you find Jugg/Mind Clash a bit combo-ey? If you're going for extra shipless defense, I'd replace them with EMP Minefields and free yourself up 4 card slots.
Your ship lineup is missing many really tough and fast ships, you have both Guardian and Omen - I always try to limit myself to one assembly 2 shiptype if possible to speed things up. Since Guardians rule, I'd drop the Omens for Coercers. Also if you've freed up a couple of extra spots, I'd say you could do with a couple more cheap, combatworthy ships (Impairors I'm not so sure are a good idea). I'd use Inquisitors, or splash Gallente for Atrons (fit with the Amarr defensive-style ship theme and are downright awesome).
Finally, if you remove Inquisitors, I'd give some thought to trying out Kyonoke Pit. It's awesome blitz income with a Tormentor and a Slave Mine (giving 12 income with a Tormentor on it).

I had EMPs in my deck before and just pulled cause I didn't have enough. I only own 2 HE so I will just swap them for 2 Subsidized till I get more. Also really like the sisters of eve idea. Deffinatel will have to try that one. Also didn't understand the last bit about "the Inquistors". I think you were refering to an Outer Region and just used the wrong word. I would play one Remote Research Facility as well, just so you can discard Arkonor and other useless locations from your hand to bring them cheap into the game with Ginnungagap. Plus you can fetch the Remote Research Facility when you need it or if you draw it it is not to expensive to play neither.
