The basic idea is to get a SWAT patrolling Stain early game and defend it, until you have the resources to drop an Omen and Guardian in (home guard + mastermind), possibly with a Hired or two (or recycling that with dmg control/proofread) The Bastion + SWAT patrol combo is pretty powerful for keeping regions, it means you get a ship that is invulnerable to conventional attacks, and the other locations also help keeping your ships from being murdered.

Not to mention it makes recycling Hired Enforcers cheaper

Just about everything i can see in your decklist tends towards the defensive. Its a cool deck in theory, but i was wondering what ideas you had to stop any form of anti ship news. Amarr's defence against anti-ship news tends to be its counterspells (and to some extent Hired Enforcers). That does mean leaving Isk open for them but I don't think that's the deck's biggest problem.
Entity introduced this as a fun deck and I suspect there are plenty of players out there who would enjoy playing it. Personally I don't like relying on Concord SWATs, they are seeing so much constructed play that most decks are running a way to deal with them (e.g. Chief Watchman or Direct Damage).

It lost more games than it won, but in the few games that it worked, stopping an armada of 6 frigs 3 cruisers and a BS from killing, you using just 2 or 3 ships is plain hilarious Got item?
