The Veldspars and Sansha's are just a path to getting Dam Torsad into play with a Tormentor so you can really kick the deck into overdrive. You usually only need to hold Dam Torsad for a turn or two. You don't NEED Dam Torsad (in fact, esp. if you draw an Arkanor you're often better off opening with Metropolis), but it's definitely a harder road without the mining.
The key to this deck is proper news management. Hired Mercenaries can be used on defense for instance, but why use it to save an Ibis when you can drop it on an attacking Cormorant for the win? Pirate Mercenaries are better used earlier to slow your opponent, while Veterans Retirement are best used as you take a region or a starbase.-Ryuteki, Owner of the Rules!
