From rulebook: 2. Draw Phase Draw one card from the top of your market. In a two player game, the player who goes first must forfeit his or her draw phase in the first turn. In a multiplayer game, ignore that rule. If you are supposed to draw a card when none are left in your market, you lose the game. This is the only phase in which players cannot play any news cards or use any abilities

If I attack a region that my opponent is mining in and he wins, not losing any ships does he still get the 'mining' income the next round or would the attack disable it?

I think this may be one of those annoying things that we've known for a while, and most of us just accept, but has never made it into official errata/rules. Does anyone have an actual rule reference for this, beyond the Q&A?
It's still not quite rules, but Ice Ore is a good indicator that only one ship can mine a location at a time as well. No need to have an ability to be mined by more than one ship if you can always mine a given location with any number of ships.

Target Jam and Sensor Dampen are both just abilities. Target Jam only stops commands, not general abilities. So Target Jam can shut down Patrol and Ambush, but that's about it.
Edit: It can stop the new Tanking and Sniping commands as well, now... Forgot about them.
If I attack a region that my opponent is mining in and he wins, not losing any ships does he still get the 'mining' income the next round or would the attack disable it? So long as the command is active, your opponent will have the ability come next turn - nothing in being attacked inherently deactivates any command. In relation to the above, it's worth pointing out that Target Jam stops a ship from using its command ability, but doesn't actually deactivate the command, so you can't use Target Jam to shut down Mining and prevent your opponent from gaining the income next turn.

It is supposed to be in the Locations description. It is in the paragraph in the Big Red Book from the core set, but somehow seems to have been left out of the condensed rulebook from Exiled.
The Big Red Rulebook reads "Most locations can be played into any home region or outer region in play, no matter who controls it. When the maximum number of locations in a region has been reached, you cannot play more locations in it. Each location cannot be mined by more than one ship during each turn."
Zack, is that an oversight that will be corrected in the upcoming errata, or is that a rules change that we overlooked?

I would say so. It's a snafu that for sure but it should be seen as a mistake in the printing of the rules rather than a change in the rules otherwise there are going to be a couple of cards that have just lost their major selling point and some seriously nasty new stratergies, e.g. I'll have all my ships that are mining doing 1 Arkenor.
