Ginnungagap says that locations can't leave the region. Is it true for locations which have a sacrifice abilities like Bistot, Crokite, Scordite ?

If Bistot do not leave the region does his ability resolve ?

Ok Question was already post

So I am not allowed to pay the sacrifice right ? so i suppose that nothing happened ?
