Not entirely sure I agree with that. How much it helps depends entirely on how your deck is built to take advantage of it. It provides automatic protection for ANY offensive News you use, which frees you up to use your anti-News offensively as well. Killing Lost Deliveries unexpectedly during the Duration step may be one of the most unpleasant uses, but it's hardly the only one.
It's also the cheapest +3 shield structure in the game, with only Incubation Dome and Stairway to Heaven matching it, both of which are considerably more expensive.

Excellent points. It's just there's something... passive about it I don't take to well. I'll try it in a deck soonest to see what happens!
