Yes. Per the announcement on the front page, all four Exiled towers will be tourney-legal at GenCon. Also stated was that the new Exiled rulebook would be in effect for the tournaments.

These are core rule changes, but invariably I think the biggest shake-up will be cards-based changes, most notably the new Towers (el primo grande), and Astral Mining Inc...

Not so great that they're only making the Towers tourney-legal without the support the rest of the expansion lends to this new mechanic. I'm not sure that a lot of decks built from just the Core Set will be able to cope with the 2-region rule effectively. I can foresee a lot of stalemates at Gencon this year... I suppose Zack said that gameplay would be different, but everyone took this to mean gameplay would be better... Ships Docked ships do not count as being in your home region. Docked ships cannot be targeted, and are therefore mostly safe from your opponents...
Glossary: Docked > Ships may dock inside their controller’s starbase. Docked ships are not valid targets for cards or abilities.

Also note, much to my chagrin, that the Outer Region rule states that "only one new outer region can enter play each turn," which includes both playing and putting into play, and counts regions played by both players. Alas Serpentis Drug Outlet, we hardly knew ya.
Also it was clarified that you do indeed need to undock (move from dock to your home region) as an action before you warp to an outer region, thus 1) making it a two-step process, and 2) giving your opponent a chance to target your ship while it is still in your home region. On the other hand, what I did see is the Guristas Hidden Complex that overrides this rule by explicitly saying "Docked or undocked ships".

Again, just to be sure we all see things the same way. A turn is when a player goes through all his phases. So all that means is 1 player can't play 2 Outer Regions. When he is done with Management and Combat phases, it's his opponent's turn. That opponent can play 1 Outer Region too.

That is correct. Exiled has at least one way to bring an outer region into play during your opponent's turn though, and if your opponent plays an outer region, the strict wording of the rules prevents you from using that ability.

Re:Exiled Rules PDF - 2007/09/08 15:42Noticed this yesterday and I haven't seen anyone else mention it, but it looks like they fixed the Martial Law immunity issue:
Play a Card: ... Cards on the pile can be targeted and destroyed unless they specifically say that they cannot (i.e. Thorax and Megathron cannot be targeted by news, and Martial Law can neither be destroyed nor targeted).
So, target immunity text takes effect as soon as it hits the pile. I assume this leaves them as valid targets when they're in the scrapheap or some other odd out-of-play location.

Now we have 3 versions of rules: EVE_TSG_Rulebook.pdf, EVE_TSG_Exiled_Rules_Sheet.pdf and named supra url. And they are contradicted one to another.
For example, two of these rule said, that "You can play any number of outer regions in the same turn", and another, that "Only one new outer region can enter play each turn".
