Actually the cormorant is a good example as it's bonus does change because it is not permanent. That word is missing just as it is missing with Blackmails' Halt. There is nothing inherent in Halt that means it is permanent. It is purely your own defining of the word that gives it that. In your context that is correct but you have to think like a civvie when confronted with such wording in ccg's.We shall seed the stars with our scions and reap that harvest.

The bonus does have a duration defined as part of the ability - as long as the enemy frigate is present. You're trying to compare the function of a continuous ability with an executed ability, which doesn't work.
If I have to "think like" anything, then the word is rather poorly chosen... Especially when it chooses another word for a game effect which already exists. That's sloppy card design, and it's something that happens in more than a few places in EVE.

My comments on the Cormorant where purely about its' bonus. I don't know where you get the impression I was talking about its' ability as that is clearly always on.
That you are only focusing on one word in the whole sentance and giving it a meaning beyond what anyone else has given it does not indictate that this card suffers from sloppy card design. Pay[1]ISK: Blackmail’s duration is halted during your next duration step is perfectly clear. The halted statement is in a recognised game context and does what it says. There is no hint or sign that it means that it's permenant as the "your next duration step" clearly shows. Halted = stopped which can be either permanent or temporary equally. There is no, this is what it means here. It means what it says, halted for 1 duration step, no more and no less.We shall seed the stars with our scions and reap that harvest.
