Martial Law or Sensor's Office works too. The inability to target docked ships helps stop ship destruction decks getting out of hand.

The new towers force them to leave ships out and about during your turn, or they can't get at you. That, plus the new destruction cards, may make it a viable deck.

Martial Law would cause problems, though... hrm. Can't think of a way around that aside from some really piled-on starbase shields. EMP minefield?

The Vipers Nest can slide through Martial Law, though you'll only get to really abuse it once. Still, if you're packing your own Censor's Office, Greater Archives, Incubation Dome, etc, then it's probably worth running one or two.

Viper's nest only targets ships with activated commands. It's mostly good when it surprises the other guy.
