How come? Normal practice in most games is that there is a release date for the promo and it may be played X days after that date, regardless of whether it is in a larger set or not.

Granted, it should not happen that you release a promo card but not the actual card but making that promo legal for play is not a good idea imo. It would be too powerful due to it's rarity...
