I'm fairly sure that's wrong.
Every other game I've played has shuffling as a deliberate by-product of random selection (or searching a market).

By the way, Sansha's Nation states that your scrapheap should be shuffled after randomly drawing a card from it. Does that help? Probably not
As a side note (at the bottom?!), here are a couple fo quotes from another thread:

Since all players are allowed to see the contents of scrapheaps at all times, there is no reason why they shouldn't be shown which card was chosen at random.

Speaking as one of the GenCon tournament judges, I would rule that you shuffle your scrapheap after using any search/retrieve ability that affects your scrapheap. I would make the same ruling for your deck. The only exception would be an ability that instructs you to place cards back in a set order or position (for instance, Smuggler's Den or Market Research Lab), after which you would NOT shuffle.
