The whole point is to control the amount of ships your opponent puts on the table, until you can get out a Marauder or Cyclone. Your income should be good with the insurance frauds there to back you up for big payouts. This will enable you to draw two cards a turn once your Tourist Resort/Outer Region gets going.
Breacher is in there purely as another way to destroy their ships, and the Haunter is so they have to think hard about putting frigates into play, and once he comes in he can just steal their ships with his warp scramble.
The Tower makes sure there is no early shenanigans by the part of you opponent. Afterwards they should not be able to hold one outer region let alone two.

The Angel Haunter would be perfect for that role.
