The bold parts seem to indicate that both the choosing of targets and the later forceing them to target "this ship" are optional.

Agreed, both are optional (I'd forgotten about the reword that made the damage optional, thanks to you two for pointing it out). I maintain that if you choose to exercise the first option (choose up to X target attacking ships), then all chosen ships are considered Patrolled even if you choose not to exercise the forced targeting.-Ryuteki, Owner of the Rules!
