take a look at the rules forum and/or the Q&A section it answers alot of questions you might have regarding certain cards and stuff like that, otherwise feel free to post a question in the rules forum, we are a friendly bunch
anyway, to adress your question who ever has a ship in the region is the controler, even if you open the region you still need a ship in it to control it. I hope that clears it up.

This would give the false impression that you can utilise the region's text if you're attacking it (i.e. you have a ship there, aside from the defending ships). But only one person can control a region at a time, and that is the player who occupies it with their ships.
