If multiple such cards are present at the same region or if the abilities granted are already present on the receiving cards the question arises: "What happens?"
I always understood abilities like "ship X get Y" as "take imaginary pen and write Y on card of ship X". This would result in ECM Turret simply writing "SENSOR DAMPEN 1" and Plunderer writing "BOUNTY 1" below the cards normal text.
That way the abilities would not stack but would be available independently. Now I can understand that the intention of ECM Turret was not to create an assload of "SENSOR DAMPEN 1"s in the region which could with great flexibility cancel out most of the attackers damage. For the Plunderer it does not really matter if the "BOUNTY 1" stacks or is independent.
ECM Turret was "re-explained" in the latest errata but it still leaves the hole open. I suggest two possibilities to more permanently seal it: a) Errata and Rephrase the abilities to: "Gain SENSOR DAMPEN +1" and "Gain BOUNTY +1". This would make them work like the abilities of the Vexor. b) Or change the Rulebook and add something along the lines of "duplicate template abilities (bold printed abilities) add their power" similar to what is written in the 'Character' section of the new rulebook about Command abilities.

It was however covered for Pilot Abilities in the online rulebook (under Rules Changes), and I think that ruling should apply to all instances of Ability Stacking. The relevant section is this:
Characters grant their commands to the ships they pilot. Treat these extra commands as though the ship possessed them normally (i.e. they remain on the same side of the card). Duplicate commands add their power when activated together. When a ship with a pilot leaves play, the character’s owner may pay its clone cost to move it back to his or her dock (in which case the character doesn’t leave play).-Ryuteki, Owner of the Rules! I merely don't understand why they choose re-explain a single card instead of resolving the underlying issue with a rule change once and for all.
