If I have a mining ship in a region where there is more than one location that it could mine, when do I decide which location to mine?

Mining is a pending ability that goes on the pile at the beginning of your income step. When it resolves from the pile you choose the target location. You may only choose one target and each location may only be mined by one ship in a turn.
