When two effects contradict each other, how do you know which effect takes presedence?

The effect that denies an action always prevails over an effect that allows that same action. For example, you cannot use Frontline Intelligence to activate your ship's command if the ship is in Cloud Ring, because Cloud Ring states that ships in that region cannot activate their commands. Likewise, you cannot sacrifice Echoes of Gloom Bay if its situated in Ginnungagap because Ginnungagap states that locations cannot leave that region.
