If I use Dam Torsad to bring the fourth Archaeological Site into play, is it still considered the beginning of my turn and I win the game, or do I have to wait a turn?

All "At the beginning of your turn" effects go on the pile at the same time, so after Dam Torsad's ability has been resolved from the pile it is no longer the beginning of your turn.
