Due to the unforeseen delays experience by The Exiled, the full set will not be legal for use at the 2007 Gen Con Championship. To expect you, the players, to assimilate the full set and prepared to utilize it in serious competition in only a day or so would be unfair, but we also wanted to avoid a carbon copy of last year's event. To this end, we are utilizing the updated rules that release with The Exiled, as well as allowing use of the four new starbases from the set.

These four starbases will change the way CEOs approach strategy. The low cost of upgrading them is sure to make them very desirable, but their reduced income can be a liability, especially in the early game, when their effect will be most useful. The effects they have on gameplay were carefully designed to address issues brought to the developers by the players, without totally overhauling the pacing to which the players have become accustomed. They hamper the early-game rush without totally disallowing it, and their availability to all races ensures they will be a common sight in the months to come.
